چکیده

We examined different model specifications to detect the presence of preference heterogeneity in a mode choice context. The specification that worked best allows for both systematic and random variations in tastes, with parameters obtained at the individual level using Bayesian methods. Subjective values of travel time (SVT) and expected individual compensated variation were derived and aggregated to obtain measures of social welfare. Results suggest that the benefit measures, both at the individual and at the social level, are sensitive to preference heterogeneity assumptions. SVT and welfare changes derived from travel time reductions could be underestimated if the traditional assumption of taste homogeneity is made (we detected differences up to 30% in both types of measures). We also obtained an empirical value for the error made when evaluating changes in social welfare using an approximation of the expected individual compensated variation (expressed as a function of individual SVT) rather than its exact expression.

Evaluating the Willingness to Pay for Urban Congestion Priced Zones (Case Study of Tehran)

Congestion pricing is one of the major travel demand management policies to reduce traffic volumes in metropolitans. One of the main factors for effective implementation of this policy is to analyze users' response to different toll rates. In this paper, the willingness of users to pay for using their personal cars is evaluated. The stated preference method was applied for data gathering. Sever...

ITLS - WP - 08 - 20 Aggregation of common - metric attributes in preference revelation in choice experiments and implications for willingness to pay

There is a growing literature that promotes the notion of process heterogeneity in the way that individuals evaluate packages of attributes in real or hypothetical markets and make choices. Empirical evidence suggests that individuals use a number of processing strategies such as cancellation, referencing, and attribute aggregation, the latter occurring where there is a common metric. In this p...

Value of Travel Time :Theoretical and Empirical Method

The value of travel time savings (VTTS) is the monetary value attached to save a determined amount of travel time. VTTS is also the most important benefit category aimed at justifying investments in transport infrastructures by public administrations. Hence VTTS played a significant role in various economic studies, both analytical and empirical (Zamparini & Reggiani, 2007). "It is difficult to...

Latent Class Approach to Estimate the Willingness to Pay for Transit User Information

The aim of analysis is to understand how unreliable information influences user behaviour and how much it discourages public transport use. For this purpose, a Stated Preference Survey was carried out in order to know the preferences of public transport users relating to information needs and uncertainty on the information provided by Advanced Traveller Information System (ATIS). The perceived ...

The Value of Travel Time and Reliability-Evidence from a Stated Preference Survey and Actual Usage

This research examined travel behavior of Managed Lane (ML) users to better understand the value travelers place on travel time savings and travel time reliability. We also highlight the importance of survey design techniques. These objectives were accomplished through a stated preference survey of Houston’s Katy Freeway travelers. Three stated choice experiment survey design techniques were te...
